Circumstance: Jason Scott Adkins was fishing on the Ohio River with his brother on Jan. 17, 1999, when the boat they were in had engine failure. The men’s boat capsized after a passing barge caused a series of large waves. Adkins disappeared and has not been heard from since. No trace of Jason Scott Adkins was located in the river, and it is unclear if he drowned.
